Import duties, EV policy & PAVE financing

The policy stack behind e-bike pricing: 1% duty on CKD kits to mid-2027, the PAVE subsidy scheme, and what it means for your wallet.

Pakistan Policy explainer

Duty structure. Electric-vehicle CKD kits have been taxed at 1% customs duty plus 1% sales tax under Pakistan’s EV promotion regime — a concession that the 2026-27 budget left untouched, with validity running to June 30, 2027. Finished e-bike imports face far higher effective rates, which is exactly why nearly every brand assembles locally. If the concession lapses without renewal, expect CKD kit costs — and retail prices — to rise.

NEV policy direction. Pakistan’s New Energy Vehicle policy framework targets a 30% electrified share of new vehicle sales by 2030. E-two-wheelers are the most advanced part of that transition: they are the only EV category with meaningful, growing volume in the country.

PAVE scheme. The Pakistan Accelerated Vehicle Electrification Program (PAVE), run by the Ministry of Industries & Production, opened e-bike registrations on 1 September 2025. It offers a PKR 50,000 subsidy on eligible electric bikes, interest-free instalments on bikes priced up to PKR 250,000, and e-balloting for a finite quota; applicants must be aged 18–65. Participants include Yadea Pakistan (Eiffel Industries) and other manufacturers. Applications and eligibility rules are published on the official PAVE portal.

Context — petrol. With petrol at PKR 377.71 per litre (OGRA, 24 October 2026), a 45 km/l commuter doing 30 km/day burns roughly PKR 7,554 a month in fuel. An e-bike covering the same distance costs about PKR 1,013 a month at our default PKR 45/unit assumption — edit the tariff in the calculator to match your own bill. Run your own numbers in our cost calculator.

Registration reality. An e-bike still needs provincial registration — CNIC, purchase proof and photos at the Excise office or its online portal, with plates typically issued in 3–7 days. There is no separate national EV authority for two-wheelers despite what some dealers claim — see our registration guide.
